There are a lot of different factors here. According to Google, they process each link one at a time as soon as they naturally recrawl that page. But the algorithm works based on large numbers and patterns of links so single links won’t change much till the numbers add up.

I say 2 weeks because I have sometimes heard back from clients very quickly about positive results. But John Mueller from Google has said it will be 6+ months for most sites and my experience is also that it is very slow. But since technically links are disavowed one at a time, if the site is also getting new (good) links in that time, it help speed things up and may sometimes be necessary for the recovery.

While if you disavow the root domain, domain:blogspot.com, it disavows everything from blogspot including the blablabla.blogspot.com subdomain and all others. In this case, since Google also treats blogspot.com as the canonical for all international versions, disavowing the .com also disavows all the international versions like xyz.blogspot.in, xyz.blogspot.se, xyz.blogspot.co.uk, and so on…
